NDR from external domain being sent to a particular recipient id in our domain has to be forwarded/sent to another recipient id

If the NDR is generating by a remote MTA (not by SMG) you could create a content filter to work with all the emails with the header: Return-Path: <>

But if the NDR is generated by the SMG ( sender: MAILER-DAEMON) the SMG was not designed to forward it to another recipient.
