Add functionality to Symantec AV Manager to connect to an encrypted network connection to Microsoft SQL

As part of hardening SQL services, Microsoft SQL can force all network connection to be encrypted.  As of Symantec 12.1.6, this product's Management console does not support connecting to an encrypted connection to SQL.  Even if the symantec created ODBC connection is able to connect to SQL properly but the application itself does not know how to interpret the connection.
